Developing SECAP: A step towards energy sustainability and adaptation to climate change

We are creating an Sustainable Energy and Climate Action Plan (SECAP), which, based on reports on the state of the environment, an assessment of the impact of vulnerability and risk on climate change, identifies priority climate change measures such as energy efficiency, the use of renewable energy sources, and climate change adaptation measures. The action plan for energy sustainable development and adaptation to climate change elaborates on the long-term impacts of climate change on the area of ​​the local community. It provides measurable goals and results for reducing energy consumption and CO2 emissions. Also, SECAP enables the local community to plan the implementation of the identified measures, i.e., launch concrete projects for implementing the prescribed measures and the possibility of applying for implementation financing through various EU and national funds.

Creation of an energy efficiency action plan for counties and cities

We are creating an Energy Efficiency Action Plan to be adopted by counties and large cities for a three-year period. The Energy Efficiency Act prescribes the obligation to adopt an Energy Efficiency Action Plan, and the Ordinance prescribes the methodology for creating the Plan on the System for Monitoring, Measuring, and Verifying Energy Savings. The Action Plan contains goals for energy saving, measures and indicators for improving energy efficiency, the method of monitoring the execution of the Plan and reporting, as well as the possibility of financing the Plan, which makes it easier for local and regional self-government units to implement the measures specified in the Plan.

Investment concept of development of sustainable projects

The investment concept is a document that provides investors and financial institutions with the necessary information to evaluate an investment project and make an investment decision. The investment project contains information about the activities that will be carried out within the investment, the project partners and local stakeholders, the legal environment, and the economic and financial analysis of the investment.

What is SECAP?

The Sustainable Energy and Climate Action Plan (SECAP), a concept developed by the Covenant of Mayors, offers a detailed overview of energy consumption and greenhouse gas emissions in settlements and cities and defines concrete measures. To reduce emissions, measures to increase energy efficiency and measures to implement renewable energy sources while providing insight into quantified data on how much savings each measure will bring. When creating the SECAP, the geographical, economic, climatic, and demographic specificities of the city or settlement within which the measures will be implemented are considered, aiming for the most efficient solutions fully adapted to the towns or settlements.

What is the Energy Efficiency Action Plan?

The energy efficiency action plan is a planning document that is adopted for a period of three years and which determines the implementation of the policy for improving energy efficiency at the level of local and regional (regional) self-government, that is, in the area of ​​a larger city or county. The action plan contains a presentation and assessment of the state. It needs energy consumption, long-term energy-saving goals, measures, and indicators for improving energy efficiency by calculating planned energy savings by the Ordinance for monitoring, measuring, and verifying them.

What is the difference between SECAP and the Energy Efficiency Action Plan?

When creating the Energy Efficiency Action Plan, the focus is on measures that will be implemented within up to three years and whose primary goal is to improve energy efficiency through energy savings. On the other hand, SECAP brings measures that will be implemented over a more extended period (10-25 years) and whose goal, in addition to mitigating climate change, is also adaptation to climate change.

What is needed to create strategic documents in the field of climate and energy?

To create an energy efficiency action plan, data on energy consumption within the building, transport, and public lighting sectors, measures to increase energy efficiency that the local or regional self-government unit plans to implement in a period of three years, sources of funding for the planned measures and a framework plan for the implementation of the measures are required. In addition to the above, SECAP requires data on climate change mitigation and adaptation measures in the long term, risks, and evaluations of the impact of climate change and the vulnerability of the area to which SECAP applies.
